Технологизация волны: конструирование энергетических ресурсов в сфере науки и политики
Аннотация. Несмотря на недавнюю тенденцию к переходу от возобновляемых источников энергии к низкоуглеродной стратегии, политический дискурс Великобритании по-прежнему признает энергию океана частью будущего энергетического баланса страны. Производство того, что мы называем «сборкой» технологий и океанских волн, запускает комплексные инициативы, обеспечивающие основу для экономической жизнеспособности и обоснованности добычи энергии волны. Однако редко поднимается вопрос о том, каким образом природное явление, являющееся частью этой сборки, истолковывается как ресурс, способный стать ключевым элементом пространства обещаний и оценок потенциала возобновляемой энергии. Данное исследование проливает свет на недостаточно изученные аспекты экономики доверия и практик оценки, формируемых вокруг возобновляемой энергии, которые еще не были проблематизированы в социальных исследованиях энергетики. Утверждая, что океанские волны становятся энергетическим ресурсом в значительной степени по-средством практик оценки природных ресурсов, мы рассматриваем такие практики в контексте производства научных и политических дискурсов вокруг энергии волн. Рассматривая волны в качестве объекта экспертизы, мы изучаем, как «данные о волне», сформированные на основе измерений, статистического анализа, моделирования и визуализации, способствуют оценке и легитимизации разработок в области энергии волн. Мы также оцениваем перспективы энергии волн в качестве «товара» в будущем экономическом обмене.
